Moncef Belkhayat is a Moroccan entrepreneur and former politician, best known as the founder and chairman of H&S Holding. He served as Minister of Youth and Sports in the government of Abbas El Fassi from 2009 to 2011, before leaving politics in 2019 to focus fully on business. Born in Rabat, Belkhayat is a graduate of ISCAE and began his career at Procter & Gamble, later holding senior regional roles across the Middle East and Africa. Alongside business, Belkhayat has been active in civic and cultural life, including leadership roles with the Mawazine Festival and regional governance in Casablanca-Settat. He is widely regarded as a leading figure in Morocco’s private-sector development, blending corporate leadership with public service experience.
