    USDA Workforce Reorganization Raises Concerns Over Research, Trade, and Agricultural Support Programs

    Washington, D.C. | 3 August 2026 – Concerns are mounting over the U.S. Department of Agriculture’s (USDA) planned workforce reorganization, as employees and union representatives warn that the relocation of thousands of federal workers from Washington, D.C., to regional offices could significantly impact agricultural research, international trade initiatives, and key public service programs.

    The USDA has announced plans to relocate more than half of its approximately 4,600 Washington-area employees to regional offices across the United States as part of a broader restructuring effort aimed at bringing government services closer to farmers, ranchers, and rural communities. The department notes that the majority of its 77,000 employees already work outside the nation’s capital.

    According to employee interviews and union surveys, however, many affected staff members have indicated they are unlikely to relocate, raising concerns that the agency could face substantial workforce reductions in several critical divisions, including the Foreign Agricultural Service (FAS), Agricultural Research Service (ARS), Forest Service, and the Food and Nutrition Service.

    Employee representatives have warned that the loss of experienced personnel could disrupt scientific research, international agricultural trade programs, food security initiatives, and other essential services that support both domestic and global agricultural development.

    The reorganization follows broader federal government restructuring efforts initiated under the Trump administration, during which tens of thousands of federal employees departed public service, including more than 15,000 USDA staff members. Employees report that relocation notices have continued to be issued in recent weeks, with many facing significant personal and professional challenges associated with moving.

    According to union officials, factors such as family responsibilities, childcare arrangements, spouses’ employment, and proximity to aging relatives are among the primary reasons many employees are reluctant to relocate.

    Collin Bradley, President of the American Federation of State, County & Municipal Employees (AFSCME) Local 3976, which represents employees within the Foreign Agricultural Service, expressed concerns regarding the implementation of the restructuring, noting that staff members have sought greater clarity regarding the criteria used to determine which positions would be relocated.

    Employee representatives have also called for increased transparency throughout the transition process, emphasizing the importance of preserving institutional expertise and ensuring continuity in programs that support American agriculture, international trade partnerships, environmental research, and nutrition assistance.

    The USDA has maintained that the reorganization is intended to improve operational efficiency and better align agency services with the needs of agricultural producers nationwide. While the department has not provided detailed responses to questions regarding individual relocation decisions, it has referred stakeholders to previously published memoranda and official announcements outlining the objectives of the restructuring initiative.

     

    As implementation of the reorganization continues, policymakers, agricultural stakeholders, and employee organizations are expected to closely monitor its impact on the department’s workforce, service delivery, scientific research capacity, and the long-term effectiveness of federal agricultural programs across the United States.
